Project Conserve is an information-incentive program to encourage homeowners to voluntarily enhance the thermal efficiency of their homes. Data supplied by the homeowner on a questionnaire are processed by computer to produce an impartial report containing the costs and savings of do-it-yourself or contractor installed energy conserving retrofit actions: storm windows, storm doors, ceiling insulation, weather stripping/caulking or thermostat set back. Estimates of projected impact of Project Conserve indicated that, at the end of a three-year period residential heat loss in the country could be reduced by 490 million therms per year. The savings in heating fuel consumption to replace this loss would be even larger when accounting for the efficiency of the heating system. (auth, modified abst.)
