International and marine pollution

A review is presented of various laws and policies related to water pollution. Oil pollution in the ocean, particularly from international tanker traffic, was a primary topic of concern. The 1976 Barcelona Convention and Protocols on Mediterranean Pollution was outlined, and it was stated that regional conventions of this type, sponsored by the United Nations Environment Program, would provide the most effective method of attaining international cooperation to abate marine pollution. State water pollution control was discussed in relation to the nitrate pollution of aquifers. The Federal Water Pollution Control Act Amendments of 1972 drew the most attention, however, particularly the judicial enforcement of the Army Corps of Engineers' jurisdiction under Section 404. A discussion was given of administrative problems that were likely to arise in implementing the Corps' authority over wetlands, and these could be solved by state legislation, congressional overview, and a precise geographical designation of the juisdictional boundary. Other legislation examined included the Safe Drinking Water Act of 1974 and strip mine regulations. Also discussed was the proposal for floating nuclear power plants, from the standpoints of environmental impact, international law and government regulations.
