President's energy program and the job that needs to be done

The author appraises the strengths and shortcomings of President Carter's energy program as delivered to Congress April 20, 1977. The President listed as goals for 1985: to reduce annual growth of our energy demand to less than 2 percent; to reduce gasoline consumption by 10 percent; to cut imports of foreign oil to 6 million barrels a day; to establish a petroleum reserve of one billion barrels; and to increase our coal production by more than two-thirds to over one billion tons a year; to insulate 90 percent of the homes and all new buildings; and to use solar energy in more than 2.5 million homes. The main improvement the author suggests for the program is to remedy its relative neglect of the hampering effect of some current governmental policies and procedures upon the ability of electric utilities to meet their present and future public service obligations.
