Energy '77: a perspective analysis

The key to President Carter's energy policy sent to Congress is conservation. Goals set for 1985 include reducing the annual growth rate in energy demand to less than 2 percent and cutting gasoline use by 10 percent less than present 1977 consumption. The portion of the U.S. oil imports would be cut from a potential 16 million barrels a day to 6 million barrels per day. The President's Energy Plan, including an estimated $30 billion to carry it out, is based upon government responsibility for a comprehensive energy policy; continuation of healthy economic growh; emphasis on environmental protection; reduced US vulnerability to foreign oil embargoes; conservation; prices reflecting the replacement cost of used energy; predictable and certain policies; conversion to coal; stricter nuclear safety standards; and development of new innovative energy sources. In this paper Mr. Weinberger examines how much the real effects of the President's and Congress' programs will impact upon individuals and professional energy planners. (MCW)
