National strategy for control of sulfur oxides from electric power plants

As part of the Clean Air Act's mandate to protect and enhance the environment, an extensive national effort is under way to attain current ambient air quality standards for sulfur dioxide. This effort includes a comprehensive program for control of sulfur oxides from steam electric power plants. Of the 1000 existing plants, some 100 coal-fired power plants will require additional controls to meet SO/sub 2/ standards. The strategy incorporates the following major features: emissions from new plants will be minimized by incorporating the best control measures; measures for existing plants will minimize the adverse effects of acid and particulate sulfates as well as sulfur dioxide; intermittent controls will be used on a temporary basis where attainment of SO/sub 2/ standards can be expedited by their use; and Federal enforcement orders will be issued where necessary to ensure that available control measures are applied under optimum time schedules nationwide. The strategy will not require or authorize the use of intermittent control as a permanent substitute for constant emission controls. Available sulfur oxides control methods include use of low sulfur fuel, desulfurization of fuel, stack gas desulfurization, intermittent or periodic control systems, and tall stacks.
