Electric utility competition: What do regulators say about it

What are the reactions, the attitudes, and the opinions of state commissions regarding the changing electric utility marketplace No group is better qualified to interpret the tremendous changes taking place. Competitive forces are molding the electric utility industry into a different identity. What will it be like A recent survey by Rudden/Fitch made a comprehensive assessment of state regulatory policies as they concern the effects which increased competition will bring to bear on electric utilities. The survey, which is summarized in this article, focuses on six forms of electric utility competition: wholesale wheeling; retail wheeling; self-service wheeling; self generation; fuel substitution; and municipalization. The new Rudden/Fitch survey not only identifies current state policies and practices, but more importantly, it provides valuable insight into the attitudes of state regulators. Some of their opinions may be startling.
