Competition in the electric markets
R. J. Rudden Associates, Inc. (Rudden) recently conducted its second annual survey of state regulatory commissions regarding their attitudes, opinions, policies and outlooks on key issues pertaining to competitive forces and market risks within the electric utility industry. In addition to capturing 1994 thinking, the survey measured changes in commission opinions and practices since last year when Rudden conducted an almost identical survey in conjunction with Fitch Investors Service, Inc. Focusing on six specific forms of competition (wholesale, retail, and self-service wheeling; self-generation; fuel substitution; and municipalization), the primary objective of the 1994 Rudden survey were to: Assess the regulatory attitudes and opinions of commissions regarding key competitive market issues; Establish timelines that reflect the aggregate views of regulators regarding how and when competition will evolve; Assess the effects that California`s proposed policies for governing and restructuring its electric service industry may have on other jurisdictions; Get a pulse of how quickly commission attitudes, opinions and policies have changed since last year.
