Behavior of octupole states near mass 150 and the collapse of the Z =64 subshell gap

It is shown that the energy shift of the {pi}{ital h}{sub 11/2} orbit near {ital N}=90, which results in the collapse of the {ital Z}=64 subshell gap, affects the behavior of low-energy octupole states in the vicinity of Gd.
