This article reports that a decade after an initial study identified alternatives for solid waste disposal, 18 towns within Essex County, New York now have a regional landfill and a county-wide recycling program that reduces their environmental impact on the scenic Adirondack Mountains. Regulators, local governments, and the 37,000 area residents seem equally pleased with the system, leaving only the black bears disgruntled over losing some favorite scavenging grounds. The area is tightly regulated by the Adirondack Park Agency. The cornerstone for the county's plan is a new 26-acre regional landfill in the town of Lewis. This allowed 16 municipal landfills that were failing new standards to close by a consent order. The former dumps have been replaced by a network of waste transfer stations at these sites. Eight have 70-cu yd mechanical compactors, and eight other satellites operate with nonmechanical, 40-cu yd collection bins. Approximately one year after implementation, these provide adequate capacity for the lightly-populated wilderness and resort area that encompasses 1,907 square miles.
