Trends in world refining capacities: Quality of quantity

The world's capacity to refine crude oil has grown again for the seventh consecutive year, according to available data. However, this masks declines in some regions and structural changes worldwide that are related to environmental protection. This issue details historical trends by region and speculates that crude oil refining capacity growth is being delayed by costly upgrades and new construction for oxygenates production. World refining capacity fell more than 11% between 1982, the peak refining capacity year, and 1986, the low point during the '80s. This issue also presents the following: (1) the ED Refining Netback Data Series for the US Gulf and West Coasts, Rotterdam, and Singapore as of February 7, 1992; and (2) the ED Fuel Price/Tax Series for countries of the Western Hemisphere, February, 1992 edition.
