Public alert and warning systems for chemical plant emergencies

This paper assesses public warning systems for fixed-site chemical facilities. Based on data collected in 137 communities, current warning systems, except in a few cases, lag behind what can be defined as state-of-the-art practices. The current systems will likely be adequate for slowly developing events, but would fail to provide timely warning in a rapid release situation.
