Before using landfill or disposing of waste, the waste must meet certain disposal criteria. In Washington State, the disposal criteria for radioactive mixed waste (RMW) are very strict. Currently, few RMWs meet the disposal criteria; thus, these wastes must be stored until treatment is available to condition the waste for disposal. The central waste complex (CWC) is designed to provide interim and long-term storage of RMW. When completed, the CWC will have the capacity to store >65,000 drums of waste in 55-gal containers. The goal of solid waste management is to provide a systems performance approach to waste management that uses best demonstrated available technology and best management practices. Providing adequate RCRA-complaint storage capacity is critical for cradle-to-grave management of wastes. Other critical activities include adequate treatment and disposal capacity. Treatment, storage, and disposal are combined into a system that safely manages wastes in a manner that is protective of human health and the environment.
