The Federal Coal Leasing and Utilization Act of 1986 amends the Mineral Leasing Act of 1920 to improve the administration of the Federal Coal Leasing Program. The bill redefines leasing eligibility and procedures, and prohibits competitive bidding under specified circumstances. The purpose of the legislation is to encourage coal mining by redefining contiguous holdings and providing for the termination of leases which do not comply with diligent development. The legislation also addresses reclamation. Committee amendments include the deletion of Title II, which affects common carriers holding coal leases.
