The Onshore Competitive Oil and Gas Leasing Amendments of 1986 amend the 1920 Act to provide for competitive leasing of oil and gas for onshore federal lands. The bill requires that all eligible lands leased outside of Alaska shall be leased to the highest responsible qualified bidder. It outlines procedures for sealed and oral bidding and for dealing with tracts not receiving a bid. It also outlines procedures for identifying lands and planning for forest management, for issuing exploration licenses, and for handling non-competitive lease offers. Specific portions deal with the Wyoming Overthrust Belt.
