The Federal Onshore Competitive Oil and Gas Leasing Act of 1986 amends the 1920 act providing for competitive leasing of onshore federal lands for oil and gas exploration and development. The bill reduces the size of units from no more than 5120 to no more than 2560 acres. It also makes changes in the frequency of lease sales, royalty payments, and acceptable prices per acre. The latter reduces the acceptable price from $35 to $20 per acre. Other changes involve the procedures for administering competitive bids and other regulations to be administered by the Secretary of the Interior.
