This patent describes a catalyst and boron-component system. It consists essentially of effective ratios of: a supported chromium oxide catalyst wherein the support is a silica-containing support selected from at least one of the group consisting of silica, silica-alumina, coprecipitated silica-titania, coprecipitated silica-alumina-titania, and mixtures, wherein at least a portion of the chromium is hexavalent, and the catalyst contains about 0.1 to 10 percent by weight chromium; and a boron-component, employing the boron-component in an amount sufficient to give an atom ratio of boron to chromium within the range of about 0.3:1 to 10:1.
