Plan to make conservation pay off for gas utilities and their customers

A short-term energy project proposal would allow gas utilities to require conservation measures from their customers while charging them for the gas conserved. Suggested measures would include insulating ceiling to Federal standards, installing timing devices on thermostats, and improving furnace efficiencies. This strategy will provide no more than five percent of 1985 gas supplies but it will accomplish several objectives: (1) the public will become more energy-saving conscious; (2) private investment can provide the funding; and (3) utilities will become oriented toward both producing and conserving energy. Studies of the proposal conclude that it can provide immediate employment benefits as well as allow customers to use less energy to grant utilities more time for plant expansion. Net average heating bills are expected to decline, while gas continues to be competitive with other fuels. A study of the legal aspects concludes that voluntary programs appear to have little impact.
