Utilities must face a changing role
Utilities have had to respond to the changing energy situation by developing a higher priority for customer relations. A recent Edison Electric Institute conference on utility-customer relations explored some of the demographic, regulatory, and organizational changes - particularly the new conservation programs which have introduced new financial arrangements between the Federal government, utilities, and consumers. Federal legislation to implement the National Energy Conservation Policy Act will involve state energy agencies and utilities in voluntary audit programs and will require utilities to participate in financing conservation investments. Customer-relations personnel serve an important role as advocates who can explain the company's responsibilities for its customers and the customers' responsibilities for paying their bills. (DCK)
