Summary of current states' industrial energy-conservation programs

Journal Article · · Energy Econ., Policy Manage.; (United States)

A report prepared at the end of the Carter administration outlines the organizational, financial, and technical plan for state industrial energy-conservation programs. These voluntary programs are based on a conservation goal set by the states in cooperation with the federal government, which provides technical and financial support. The organizational approach outlined shifts responsibility from the federal to the state level, but state responses and, consequently industrial benefits, were uneven. An editorial note questions the Reagan administration's lack of commitment to continue a program that accounts for 61% of the improvements in industrial energy conservation since 1972 and which exemplifies the goal of reducing the federal role. 3 references, 1 figure, 2 tables.
