The resolution adopted by the governing board of the National Council of Churches and its background statement are published. In the conclusions of the background statement for the proposed resolution on ''The Plutonium Economy,'' the National Council recognizes its lack of expertise in the field, and confesses that ''we have not taken seriously enough our responsibility to grapple not only with the specific question of plutonium use, but with the entire area of energy use and production, and the attendant questions which will affect us and our posterity. We feel need for a process by which the Church can enter into a serious, wide-ranging and deep investigation of the moral, ethical, and theological implications and ramifications of an appropriate Christian lifestyle in the United States, especially as that relates to energy consumption and production; our stewardship responsibilities to the environment and to all Creation, present and future; and our responsibilities as members of one human family to ensure that the benefits of technology are received by all people.''
