The basic techniques and requirements for preparing environmental impact statements are given. Many provisions of the National Environmental Policy Act (NEPA) and NEPA-agency regulations affect the legal and administrative climate within which environmental impact statements are prepared, filed, reviewed, approved, and challenged. This book, however, is concerned primarily with the preparation process itself, rather than with the related issues. The book comments on the roles of the Council on Environmental Quality, the Environmental Protection Agency, the Office of Management and Budget, the General Accounting Office, and other governmental agencies and public and private institutions involved in the environmental impact statement process, to the extent that such discussion sheds light on impact statement preparation.
