A review of Defense Secretary Weinberger's nuclear defense strategy finds nothing new in the nuclear arms race. The report is critical of efforts by both the US and Soviet Union to develop counterforce power. It sees most of the US and Soviet strategic weapons as unrealistic and ineffective, which makes their enormous costs and their destabilizing nature particularly serious. The article focuses on efforts to develop inertial guidance systems, to harden silos, and to develop the MX missile, B-1 bomber, cruise missiles, Trident II missiles, and command-control-communications (C/sup 3/) systems.
