Fiscal year (FY) 1989 defense waste management and environmental program plan; Revision 2
This quarterly update reflects the budget levels, milestones and work activities submitted in the FY 1991 Defense Waste/Environmental Restoration (DW/ER) Budget Submittal in April 1989. The target levels in the plan are based on Bush guidance in FY 1990 and FY 1991 plus a three percent growth ceiling for the outyears. The required levels in the plan for FY 1991 and out identify what is needed to support the Tri-Party Agreement (TPA) milestones. In addition to this update, the Grout Program section has been enhanced to include the most recent construction estimates identified in the DW/ER Five Year Plan. Three pending revisions were not included in this update of the plan. The FY 1989 mid year re-baseline changes for Defense Waste Operations are currently being reviewed by DOE-RL, and final approval of the requested work scope changes have not been authorized at this time. However, the FY 1990 through FY 1995 planning in the document assumes the receipt of the supplemental TPA funding in addition to the re- baseline changes in FY 1989. Secondly, budget requirement updates for B Plant pretreatment option B have not been finalized as of this transmittal, and are not included as well. Thirdly, increased cost for purge water disposal and storage/treatment of evaporator effluent are still pending final negotiations with Washington State Department of Ecology and for that reason have not been included.
