Background material is presented in support of the 1975 revision of the Outer Continental Shelf Act of 1953. Revisions were made in response to challenges of leasing procedures and national energy goals. Alternative leasing methods, including various combinations of bidding, profit, and risk allocation, are summarized. Basic purposes for the changes are to establish compromise measures that will generate Federal revenues and stimulate competition, protect the environment and develop oil resources, improve safety requirements and establish equitable liability procedures, and set coordinated guidelines while giving coastal states a larger role.
