Rate redesign today: the aftermath of Madison Gas. [Madison Gas and Electric Co. ; marginal cost pricing]

The applicability of marginal-cost pricing to utility rate design, especially in electric rate design, is discussed. A case, the Madison Gas and Electric Co. case, stood for marginal-cost pricing, for flattened rates, for peak-load pricing, and it rejected any direct effort to incorporate external costs into a marginal-cost computation. The author examines the Madison Gas case and explores some of the practical problems involved in efforts to apply the marginal-cost pricing principle. He describes progress made to date toward pricing solutions by the regulatory body, the Wisconsin Public Service Commission. (MCW)
