FERC mulls high-cost electric rate design

Users oppose a Wisconsin electric utility bid for a 17% increase in wholesale rates that would be passed through to end users. If the Federal Energy Regulatory Commission accepts this test case for marginal-cost pricing, large users fear it will overstate the energy charge and force volume users to pay more than their fair share. The FERC staff is opposed to marginal-cost rate design, while supporting time-of-use pricing, but both have been rejected by one commission judge. The commission will make a final decision in the next few weeks. (DCK)
