Representatives of DOE and the General Accounting Office (GAO) testified at a hearing reviewing the results of a GAO investigation of DOE's ability to control nuclear trade to restricted countries. At issues was the administration's apparent disregard of non-proliferation policy toward technology transfers. Areas of concern included the export of technical reports and sensitive documents, the use of flexible rather than firm standards, and a narrow focus on facility safeguards. DOE responses to the report included a commitment to non-proliferation, and noted that DOE had already identified many of the areas of concern in the GAO report. DOE spokesmen described the interagency coordination necessary and the need for flexibility based on the recipient country's situation and capability.
