A new value, {ital r}{sub {ital D}}=1.9546{plus minus}0.0021 fm, for the rms radius of the deuteron has been extracted by reanalyzing the experimental data for the ratio {ital R}({ital q}{sup 2}) of the deuteron to proton electric form factors and for the slope of the neutron electric form factor {ital G}{sub {ital E}{ital n}}({ital q}{sup 2}) at {ital q}{sup 2}=0. The short-range structures in the radial deuteron wave functions found for a certain class of potentials (e.g., Kermode {ital et} {ital al}. and potential models presented here) cause an increase in the model values of the deuteron charge form factor {ital C}{sub {ital E}}({ital q}{sup 2}), but have no special features in the variation of {ital C}{sub {ital E}}({ital q}{sup 2}) with {ital q}{sup 2}. A new method for calculating {ital C}{sub {ital E}}({ital q}{sup 2}) accurately is presented.
