Implementing a collection program for small quantity generators of hazardous waste

In the 1980s, communities around the country began to realize that hazardous wastes from households and small businesses continued to contaminate the municipal solid waste (MSW) stream. While large generators of hazardous waste were under increasing regulations to handle the wastes from cradle to grave, households and very small business generators were not subject to the stringent regulations. Consequently, local communities recognized the need to provide disposal options to households and small generators in order to keep the hazardous wastes out of the landfills, sewers, incinerators, and even deserts of the community. The city of Tucson, Ariz., and Pima County created the Household Hazardous Waste Collection Program (HHWCP) in the late 1980s and implemented the Small Business Waste Assistance Program (SBWAP) in May 1994 to address these needs. In the first three years of operation, HHWCP has collected more than 500 tons of hazardous materials from households in Pima County and directed these wastes to reuse, recycling, or disposal facilities away from the Pima County and Tucson landfills, sewers, and deserts. Over 22,000 participants have used the collection sites, and HHWCP has presented lectures and discussions to many groups and schools in the community. The target audience of SBWAP is the conditionally exempt small-quantity generator (CESQG). SBWAP works as part of, and in conjunction with, the general program for residents. SBWAP was conceived to help very small businesses. Only businesses that generate very small quantities of hazardous waste may participate in the program. Specifically, a business must be a CESQG.
