San Francisco has developed a pro-active pollution prevention program for small businesses. Since an estimated 4,000 to 6,000 businesses in the City are small quantity generators (SQGs), those who generate less than 1,000 kilograms per month, special attention was paid to this target group. Several programs are aimed at helping SQGs reduce and manage their hazardous waste. One of these was waste reduction consultations or audits, conducted for 100 small businesses, primarily in the painting, decorating, printing, and automotive service industries. The objective of this program was to help businesses achieve a 40% reduction in the quantity of hazardous waste generated by the year 2000. Businesses benefited economically at a rate of $500 per audit. Another unique program was the formation of the Senior Engineer Corps (SEC), consisting of seven retired engineers from various disciplines. This group was trained by the Office of the Chief Administrative Officer and state regulators to provide on-site technical assistance to small businesses that were out of compliance with wastewater discharge requirements. The third project for small businesses involved opening up the City`s permanent Household Hazardous Waste Collection Facility to conditionally exempt small quantity generators (CESQGs), those who generate less than 100 kilograms of hazardous waste per month.
