The greenhouse dividend

Growing international concern over the threat of global climate change has led to proposals to reduce emissions of carbon (short for carbon dioxide) and other greenhouse gases below current levels. These proposals raise a special policy dilemma for U. S. utilities and stat regulators: should they base their planning on the global warming stance the U.S. took in negotiating the document approved at the UNCED conference in Rio this past June, or should they anticipate changes in that position and take initiatives on their own Regulators and utilities need to assess how much individual states or utilities can do without undermining their competitive position vis a vis other utilities or fuels. They may also want to assess the longer-run implications of global warming for the market share of electricity as compared with final fossil fuels such as natural gas. This article summarizes two research projects that shed light on many of these questions. The detailed analyses are documented in several reports and will not be addressed in depth here. The first analysis is an investigation of the cost of carbon emissions in New England's NEPOOL electricity system. This study was performed by Lawrence Berkeley Laboratory (LBL) with funding from the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). The second study is an analysis of the cost of carbon reductions in the five core industrial countries of the European Community (France, Germany, Italy, the Netherlands, and the United Kingdom, a region with 250 million people, i.e., close to the population of the U.S.). This study was performed under private contract for the Dutch government.s
