Pioneering greenhouse policy

When global temperatures rose noticeably in the late 1980's, renewing fears of global warming, both the Netherlands and Denmark were quick to respond. As did other European countries, they announced reduction in domestic carbon dioxide emissions, but in addition they translated their goals into comprehensive plans and began implementing them. This article describes the steps and stumbling blocks in both countries. Changing energy supplies, wind turbines, cogeneration, increasing energy efficiency of buildings are all positive steps. Problems remain with the transportation sector, the possibility that energy prices will remain low enough for years to negate voluntary incentives for cleaner energy use, and international cooperation.
