Energy, economic growth, and regionalism in the West

The consequences of energy development, in particular the West's responses to the increased demand for its energy resources in the last decade, are examined. To manage the West's resources better and to protect the interests of the citizens, the governors of ten western states established two organizations, the Western Governors' Regional Energy Policy Office and its successor, the Western Governors' Policy Office. The activities of these groups are analyzed to determine how regional political mechanisms emerge and what this regionalism means for future economic growth in the area. Unique to this study is the detailed examination of the workings of the executive branch of state government - responding to pressures from industry and citizens, bargaining with federal agencies and national policy makers, and cooperating in a multistate bloc. Traditionally, life in the West has been characterized by a close relationship between people and their environment. This harmony is now being altered by economic growth and the attendant urbanization and industrialization. To preserve the quality of life in the West, Mr. Hayes argues that states must act in concert as a regional force in planning and pursuing future development. 354 references.
