New nonprofit group will help fund hydro

The Reagan administration is reluctant to continue the federal role in hydroelectric resources at a time when many of the early plants are ready for relicensing. While many of the power drops are under license to private profit-making organizations, some were developed by consumer-owned utilities or by the US as components of multipurpose projects. A nonprofit group which wants to keep public control over water policy will provide supplemental financing to the appropriate federal agency to finance power installations at federal water-related facilities. Those agencies include the Bureau of Reclamation, the Army Corps of Engineers, and the Tennessee Valley Authority. Their plan is to have DOE market the power to keep power marketing within federal control. The author reviews some of the history of public power, and outlines the scope of the group's involvement.
