Title: SCADA, gas dispatch integrated

Northern Indiana Public Service Co.'s new Gas Operations Center in Hammond, Ind., now in operation, includes numerous innovations. Integrated with the gas dispatch and SCADA functions in the new computer system are a custody transfer billing process for large industrial customers; backup communications to remote sites using the public dial telephone network; automated system of record keeping and report generation, and a computer-to-computer weather data link. Benefits that NIPSCO anticipates from the upgraded dispatch system and facilities include higher productivity of dispatchers; greater master station reliability, availability, and growth potential; and improved communications with remote sites. Gas dispatching facilities had been located at NIPSCO's byproducts plant in East Chicago, Ind. for more than 30 years. It had responsibilities for monitoring and controlling system pressures and flows to maximize purchases from pipeline suppliers without exceeding contractual entitlements. Gas storage activities were monitored and load forecasting was done manually using projections from large industrial customers and wind and temperatures data from a Midwest meteorological firm. Reports and historical records were done by hand. Dispatching was not involved in the billing function. Processing of meter charts and turbine meter readings was handled by another group.
