Convergence of technology, energy and environmental considerations: NOAA's coastal energy impact program

The National Oceanic and Atmospheric Administration (NOAA) recently issued a complex set of standards setting forth criteria for financial assistance to coastal states affected by coastal-related energy activities. The standards were promulgated pursuant to the Coastal Energy Impact Program (the Program) established by Congress pursuant to section 308 of the Coastal Zone Management Act Amendments of 1976. The purpose of the Coastal Energy Impact Program is to provide various types of financial assistance (primarily grants, loans, and guarantees) to coastal states and local governments affected by new or expanded coastal energy activity. The Coastal Energy Impact Program represents a first step in the attempt to balance the need for increased energy self-sufficiency with the necessary protection and conservation of this Nation's coastal resources.
