The coast: Act II
The major thrust of the Coastal Zone Management Act Amendments of 1976 is to facilitate offshore oil and gas development and to assist coastal governments in handling the economic and environmental impacts of offshore energy-producing activities. Refineries, tank farms, pipelines, public facilities, roads, schools, and an increased water supply will be needed. A rapid increase in population could affect natural land and water resources in the coastal zone. A $1.2 billion financial assistance program of loans, grants, and guarantees provides aid to the states for dealing with these problems. Aid is also supplied through three component programs for planning and developing state management, administering and implementing state plans, and acquiring estuarine sanctuaries. Other critical issues provided for are coastal erosion, public access to beaches, and shellfish contamination. The program is administered by NOAA's Office of Coastal Zone Management.
