Three days of hearings on international science and technology policy focused on cooperative programs with the Soviet Union and the implications for foreign policy. The 11 witnesses described the effects of budget cuts in cooperative research and exchange programs and the criteria which should apply to these programs. The witnesses included congressmen, executive departments and agencies, private citizens, and an extensive review by the State Department's Bureau of Oceans and International Environmental and Scientific Affairs. Material submitted for the record and 11 appendices with additional statements, correspondence, and responses follows the testimony.
