California wildcatters: PUC halves gas output. [Wildcatters charge Public Utilities Commission limits]

The California Public Utilities Commission (PUC) is accused of limiting production of natural gas from wells to half or less of its potential level, which could be raised to supply other parts of the country and Canada. A wildcatter's production group points out that holding production down allows California users to pay less for imported gas under long-term contract agreements than they would pay for new gas. PUC engineers respond that California wells should hold enough in reserve to supply local needs in the event of future shortages. California's normally intrastate gas will be available to interstate pipelines until the August 1 close of recent Federal emergency legislation. (DCK)
