EPA gives TVA a hard time on sulfur rules

EPA has told TVA that TVA's recent control proposals are in some cases ''illegal,'' and in some instances amount to ''a program of noncompliance.'' Further, EPA says it ''will proceed with due speed in the manner mandated by the Clean Air Act'' and place ''sanctions and fines'' on its sister Federal agency. In no case does EPA give TVA more than three years to come into full compliance at all 12 of its large coal-fired stations. At most plants, EPA insists on a 24-h basis by mid-1980. It is still unclear how many scrubbers TVA will have to install, but both EPA and TVA agree they will have to go into some plants. TVA has also indicated it ''will make every effort'' to use coal washing, blending, and low-sulfur coal to comply with the Clean Air Act at all plants where it can. One immediate effect is expected--a scramble for low-sulfur coal. TVA submitted its latest compliance program to EPA in January, 1977.
