The British government continues to urge voluntary energy conservation and offer tax incentives to industries for energy-saving investments rather than allow industry to become complacent over the current North Sea oil supplies. John Cunningham, Undersecretary of State for Energy, points out in an interview that so far little savings have been effected by industry, which uses 65 percent of the United Kingdom's energy. The government emphasizes energy management programs that will eliminate waste and have an immediate effect. Industries vary in their responses, but the government has budgeted 300,000 pounds for consulting and energy audit services for those who feel their units are too small to justify a manager. Allowances up to 100 percent, loans at commercial rates, and other incentives are available to industries investing in energy-saving equipment. Direct grants were not felt to be needed. Companies are encouraged to build in energy requirements as part of their long-range investment program. (DCK)
