This background information document (BID) provides summaries and responses for public comments received regarding the Hazardous Organic National Emission Standard for Hazardous Air Pollutants (NESHAP), commonly referred to as the HON. The HON will primarily affect the Synthetic Organic Chemical Manufacturing Industry (SOCMI). Volume 2D discusses applicability of the HON in terms of selection of source category, selection of source, and selection of pollutants. Volume 2D also addresses the process for determination of the MACT floor and selection of the specific applicability thresholds for process vents, storage vessels, transfer racks, wastewater operations, and equipment leaks.
