This background information document (BID) provides summaries and responses for public comments received regarding the Hazardous Organic National Emission Standard for Hazardous Air Pollutants (NESHAP), commonly referred to as the HON. The HON will primarily affect the Synthetic Organic Chemical Manufacturing Industry (SOCMI). Volume 2C contains the EPA's decisions regarding emissions averaging.
