China's environmental policy

In the book, The Bad Earth, Vaclav Smil discusses man-made disasters which affect the environment. However, he has failed to accept at face certain facts about environmental degradation and to evaluate the validity of these facts. The references to the qualitative deterioration of the environment in Smil's book lead to the conclusion that China's soils are fast deteriorating, whereas, these are exceptions rather than the rule. In the book, China's Cultural Tradition, Derk Bodde believes that environmental disasters are positive evidence of irregularities in the human society. The frequency of droughts in the Yunnan Providence between 1949 and 1978 is said to the result of deforestation. However, it is well known that there are wide fluctuations in different climatic variables.
