Environmental science and policy in China

Sound environmental practices dating to the first century B.C. have allowed successful strategies to evolve that define a sustainable relationship between man and nature. Water and soil management, waste recycling, land-use planning, and pollution management characterize the traditional Chinese approach. Environmental science as a discipline was not clearly defined or the need recognized for a cohesive national policy until recently, however. A low-status National Environmental Protection Office (EPO) formed in 1974 to coordinate and plan projects. The major focus has been to maintain and improve water quality, while relatively little attention has gone to air pollution and wastes. A review of accomplishments to date and future prospects notes some weaknesses in the responsiveness of environmental programs to goals. Standards and regulations need to be developed and their enforcement adequately funded so that China can set an example for other developing countries. 22 references, 8 figures. (DCK)
