Removal cost-management manual

The manual is designed to provide comprehensive cost management procedures for use by the Environmental Protection Agency (EPA) at removal actions authorized under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, or Superfund). Specifically, the document should be used by the On-Scene Coordinator (OSC) and other on-site personnel designated by the OSC when performing cost management activities at a Superfund removal site.
