This engineering evaluation/cost analysis (EE/CA) report has been prepared to support the proposed removal action for managing contaminated structures at the chemical plant area of the Weldon Spring site, located in St. Charles, Missouri. The US Department of Energy is responsible for cleanup activities at the site under its Surplus Facilities Management Program (SFMP). This EE/CA report was prepared to document the proposed removal action because the action is a non-time-critical response. This documentation process is identified in guidance of the US Environmental Protection Agency (EPA) that addresses removal actions at sites subject to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986. Actions at the Weldon Spring site are subject to CERCLA requirements because the site is listed on EPA's National Priorities List. The objectives of this report are to (1) identify alternatives for managing the contaminated structures at the chemical plant area; (2) document the selection of a response that will mitigate the potential threat to workers, the general public, and the environment associated with these structures; and (3) address health and environmental impacts associated with the proposed action is to (1) decontaminate the contaminated structures (i.e., remove loose radiative contamination as well as asbestos and polychlorinated biphenyl contamination), (2) remove material currently within these structures and transport it to on-site temporary storage areas, and (3) dismantle the structures and transport the resultant waste to on-site temporary storage areas. This action is consistent with and would support comprehensive response actions being planned for the Weldon Spring site. 26 refs., 10 figs., 10 tabs.
