NIMBYism prevails in Illinois

The author says the not-in-my backyard (NIMBY) syndrome is hurting Illinois. Illinois hasn't opened a new municipal waste landfill since 1981. While developmental permits for 69 new facilities have been issued, not one has become a reality. One of the problems, according to the author, is that state law actually encourages, if not sanctions, NIMBYists in Illinois. Local or county governments have to approve landfill sites and they aren't doing so. Environmental groups who are against landfills say waste-to-energy plants are needed, but they picket as soon as ground is broken for a plant. The author examines other problems with the laws that are causing waste disposal problems. He says government at all levels has not been willing to do something responsible about the solid wastes.
