The problems involved in the siting of nuclear waste disposal facilities are discussed. The NIMBY (or not-in-my-backyard) syndrome is discussed. Given the history of toxic waste dumps, the vehemence of the opposition to siting these dumps in or near communities is not hard to understand. Detailed risk analyses cannot usually pinpoint sites acceptable to nearly residents. In seeking to resolve the impasse, policymakers are tempted to dismiss the NIMBY syndrome as community selfishness and ignorance. In so doing, however, they fail to appreciate the public's profound distrust of the current site-selection process. A new approach is described that avoids the sense of coercion so prevalent and that adequately compensates the community for its psychological distress and physical hazard. In fact, an ideal alternative already exists, one that is both fair and well established: the auction. The Dutch auction process for site selection is described.
