Ohio's self-help natural gas program enables industries in the state to contract directly with gas producers in Ohio or to drill their own wells for delivery through the existing state pipeline system. An August 29, 1980 hearing questioned the Columbia Gas Transmission Corp.'s failure to provide this transport service for certain customers and the implications of this action for self-help plans in other states. Eight witnesses represented the Ohio Public Utilities Commission, Ohio manufacturers, and Columbia Gas Transmission, whose president claims that delivery policy remains consistent with the best-effort endeavor required by the Natural Gas Act.
